Creates a public body corporate and politic to be known as the Illinois Consumer Advocate (ICA). Provides that the ICA shall be managed by a board of directors and shall represent and promote the interests of consumers, monitor the availability and quality of financial or shareholder services, and develop data to assist consumers in making informed decisions in the marketplace. Provides that the ICA may prepare enclosures and furnish them to governmental units to be included in mailings sent by those units.
