Authorizes the Committee to create certain preferences for designation as a priority funding area and for grants to those areas. Sets out the membership and the reporting requirements of the Committee. Creates the Local Planning Task Force and lists its membership and duties. Amends the Governor's Office of Management and Budget Act. Requires that the Office review any negative comments and findings that a Department or Agency has received as a result of that interagency review before funding may be authorized for a proposed project or activity. Amends the Regional Planning Commission Act. Provides that an Intergovernmental Cooperation Council created in accordance with the specified Section of the Counties Code may serve as the planning commission if so designated by the county board as provided in that Section. Amends the Counties Code.  Provides for the creation of an Intergovernmental Cooperation Council by a county board. Provides for membership, duties, and authority of the Council, if established by a county board. Effective January 1, 2006, except for the provisions of the bill concerning the Priority Funding Advisory Committee and the Local Planning Task Force, which are effective immediately.

<SynopsisText>Senate Bill 1906 with House Amendment 1 is estimated to have a fiscal impact on the Department of Commerce and Economic Opportunity for costs associated with producing reports, reimbursing committee members for their expenses, and administering grants to priority funding areas. Because information on the report documents, number of committee/task force meetings, and amount of funding provided for grants is not currently known, a reliable cost estimate cannot be made at this time. This fiscal note does not address the impact of this legislation on any other agency.</SynopsisText><synopsistitle>House Amendment No. 3</synopsistitle>
<SynopsisText>     Deletes provisions that require a unit of local government to receive priority consideration for State grants and other State programs if the affected unit of local government is located in a county that has (i) established an Intergovernmental Cooperation Council; (ii) adopted a Local Land Resource Management Plan that has been deemed to be "joint and compatible" by resolution of the affected unit of local government; and (iii) established procedures for intergovernmental review.</SynopsisText><synopsistitle>State Mandates Fiscal Note (Department of Commerce and Economic Opportunity)</synopsistitle>

Additional costs will be incurred by the Department to produce and print reports as required in this legislation, however, those costs are unknown at this time.  The Department estimates that these costs can be absorbed within the Governor's proposed FY2005 budget for DCEO.</SynopsisText></synopsis>
