Accelerates the annual increases for certain persons receiving a duty disability pension. Provides an enhanced formula for certain persons receiving a duty disability pension who elect to convert to a retirement pension. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.</SynopsisText><synopsistitle>Pension Note (Pension Laws Commission)</synopsistitle>
<SynopsisText>Based on 1996 membership data for all Downstate Police pension funds provided by the Department of Insurance, the Commission's actuary estimates that the acceleration of the automatic increase in duty disability pensions contained in SB 1768 would increase the accrued liability of the funds by $38.6 million.  The estimated increase in total annual costs is $4.8 million, or 0.95% of payroll.  The annual cost will vary by employer and would increase commensurate with payroll. </SynopsisText></synopsis>
