Creates the performance-based budgeting pilot program. Defines "performance-based budgeting". Provides that the Bureau of the Budget shall select 3 State agencies to participate in the pilot program using performance-based budgeting models developed by the Bureau in consultation with the applicable House and Senate appropriation committees. Requires the Bureau to report to the General Assembly on the progress and success of the pilot program and on its recommendations for changes to or extensions of the pilot program. Provides that the Governor's recommended budget for the State fiscal year beginning July 1, 2004, shall be a performance-based budget for State agencies participating in the pilot program.
