Creates the Western Illinois Economic Development Authority in Knox, Stark, Warren, Henderson, Hancock, McDonough, Fulton, Mason, Cass, Schuyler, Brown, Adams, Scott, Morgan, Mercer, and Pike counties in order to promote economic development within those counties. Contains provisions concerning the powers and duties of the Authority. Allows the Authority to acquire, own, sell, lease, or otherwise dispose of interests in real property and to issue bonds, notes, or other evidences of indebtedness for certain purposes in an aggregate amount not to exceed $250,000,000. Provides that the Authority shall be governed by a 27-member board. Contains other provisions. Effective immediately.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>
<SynopsisText>Removes Knox, Stark, and Mercer counties from the area comprising the Western Illinois Economic Development Authority. Makes changes in the membership of the Authority by reducing the number of members from 27 to 23. Makes other changes.</SynopsisText><synopsistitle>Fiscal Note (S-AM1) (Dept of Commerce and Community  Affairs)</synopsistitle>
<SynopsisText>The salary of the executive director of the Authority will be specifically appropriated in the Department's budget. The Department will incur no additional costs to administer the appropriation.</SynopsisText><synopsistitle>State Debt Impact Note (S-AM1) (Economic and Fiscal Commission)</synopsistitle>
<SynopsisText>SB 1754 (SA # 1) does not increase the bond authorization of any State-issued bond. The bill, as amended by Senate Amendment No. 1, does allow, in some instances, for the State's moral obligation pledge to be used for the Western Illinois Economic Development Authority's Bonds. The State is not legally obligated to pay in the event of default on moral obligation bonds, but the Governor may include the default amount in the budget for possible legislative action.</SynopsisText><synopsistitle>House Amendment No. 1 (Tabled 5-27-2003)</synopsistitle>

Provides that the term "public works" includes all projects financed in whole or in part with bonds, loans, or other financial aid authorized under the Western Illinois Economic Development Authority and removes from the definition of "public body" the requirement that the entity be authorized by law to construct public works or to enter into any contracts for the construction of public works. Requires contractors or construction managers awarded a contract for public works to post certain prevailing wage rate information. Provides that failure to post the prevailing wage rate as required is a violation of the Act.</SynopsisText><synopsistitle>State Debt Impact Note (H-AM1) (Economic and Fiscal Commission)</synopsistitle>

<SynopsisText>Recommends that the Western Illinois Economic Development Authority Board consist of 17 members (rather than 23 members) and makes corresponding changes. Recommends that the 15 public members (rather than 8 public members) be appointed by the Governor with the advice and consent of the Senate and that each county within the territorial jurisdiction of the Authority shall be represented by at least one public member. Deletes provisions allowing the county board chairmen of certain counties to appoint one member each and makes corresponding changes. Recommends that the 15 original public members serve staggered terms and that their successors be appointed by the Governor with the advice and consent of the Senate for 6-year terms. Recommends that the Authority may engage the services of the Illinois Finance Authority (rather than "other agents and employees") and certain other consultants if the Authority deems it advisable. Recommends that the Authority have the power to utilize services of the Illinois Finance Authority necessary to carry out its purposes (rather than the power to employ agents and employees necessary to carry out its purposes).</SynopsisText></synopsis>
