Requires the Department of Public Health to develop standards for conducting research and for other activities concerning epilepsy by January 1, 2005. Provides for an Epilepsy Advisory Committee. Provides for regional epilepsy center grants-in-aid. Creates the Regional Epilepsy Center Grants-in-Aid Fund as a special fund in the State treasury for the purpose of funding the grants-in-aid, and authorizes an Illinois income tax checkoff for contributions to the fund.
