<reference>605 ILCS 10/21.1 new</reference><aliasreference></aliasreference><SynopsisText>Amends the Toll Highway Act. Provides, that in the counties in which the Illinois State Toll Highway Authority operates, a binding referendum shall be held at the general primary election in 2004 to determine whether the voters of those counties would favor an increase of the motor fuel tax by a rate of 5 cents per gallon, with the proceeds going to the Illinois Department of Transportation to pay for maintenance of the current toll highway system, in exchange for abolishing the Illinois State Toll Highway Authority. Effective immediately.</SynopsisText></synopsis>
