Requires that the Joint Committee on Administrative Rules vote on each administrative rule, amendment to a rule, or repeal of a rule. Requires that any rule proposal approved by the Joint Committee must be approved by joint resolution of the General Assembly before it is considered adopted. In the case of an emergency rule, requires the Joint Committee to vote after its adoption and permits the General Assembly to repeal the emergency rule by Joint resolution. Eliminates the Joint Committee's objection procedure for proposed rules. Effective immediately.</SynopsisText></synopsis>
