<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>Creates the Builders' Appeal Act. States that the purpose is to provide expeditious relief from local ordinances and regulations that inhibit the construction of affordable housing needed to serve low-income and moderate-income households in this State. Allows local approving authorities to issue a comprehensive permit to a developer of affordable housing. The comprehensive permit includes all local government approvals or licenses, except a building permit. Requires a hearing on an application. Sets forth requirements for approving a comprehensive permit. Creates a State Housing Appeals Board to hear appeals of decisions of a local approving authority.
