Creates the I-FLY Fund as a special fund in the State treasury. Provides that moneys in the Fund may be used to make grants to airports located outside of Cook County for: (1) the recruitment and retention of air carriers at these airports; (2) feasibility studies or business plans to study the recruitment, retention, and expansion of commercial air carriers at these airports; and (3) capital improvements to attract or retain of commercial air service.
