Provides for the transfer of a hearing to another court or location, but provides that the court may not grant the petitioner's request for a transfer if the respondent objects to the transfer. Provides that a respondent is not entitled to a jury on the question of whether authorized involuntary treatment may be administered. Makes other changes.
