For each new teacher participating in a new teacher induction and mentoring program, requires the State Board of Education to pay the public school $1,200 annually for each of 2 school years, subject to appropriation. Provides that the State Board of Education may retain up to $1,000,000 of the appropriation for purposes related to new teacher induction and mentoring programs. <SynopsisText>Senate Bill 533 creates a state service mandate and school districts would not have to comply unless the grants were funded by state appropriation through the State Board of Education.  The FY04 State Board budget recommends $11 million for a teacher mentoring and induction program.  Assuming approximately 6,350 new teachers per year at $1,200 each, the program would cost approximately $7.6 million in the first year and approximately $15 million for the second year and all future years. </SynopsisText><synopsistitle>Senate Floor Amendment No. 1</synopsistitle>

Provides that a public school that has an existing induction and mentoring program that does not meet program requirements may have school years 2003-2004 and 2004-2005 to develop a program that does meet those requirements and may receive funding if made available by the State Board of Education from an appropriation made for this purpose.
