Requires the Department of Human Services to increase TANF grant amounts by 15% effective July 1, 2003. Provides that effective July 1, 2004 and each July 1 thereafter, the Department of Human Services must increase TANF grant amounts by no less than the increase in the federal employment cost index for the preceding calendar year.
