<SynopsisText>SB 392 would have a positive fiscal impact in that it secures the continued transfer of $2,250,000 each fiscal year from the Grade Crossing Protection Fund to the Transportation Regulatory Fund. Without this transfer, other sources of funding for this program would need to be identified, or the fees and taxes paid by the railroad industry toward support of this program (currently totaling approximately $972,000) would have to be increased by over 300% to replace the amount transferred from the GCPF. The absence of funding would decimate Illinois' rail safety program and reduce by more than 60% the number of crossing safety projects that could be completed each each year. </SynopsisText><synopsistitle>Fiscal Note (Dept of Commerce and Community Affairs)</synopsistitle>
