<reference>105 ILCS 230/5-5</reference><aliasreference></aliasreference><reference>105 ILCS 230/5-25</reference><aliasreference></aliasreference><reference>105 ILCS 230/5-35</reference><aliasreference></aliasreference><SynopsisText>Amends the School Construction Law. Defines "school district" to include an administrative district, or governing board, of a special education joint agreement. Provides that a joint agreement shall be deemed eligible for a school construction project grant or debt service grant if one or more of its member districts satisfies the grant index criteria. Provides that the grant index shall not be used to calculate the amount of the grant the Capital Development Board provides to an eligible joint agreement. Provides that the amount of a school construction project grant for an eligible joint agreement shall be determined on a case-by-case basis, based on the needs of the joint agreement in its entirety. <SynopsisText>Senate Bill 390 neither increases nor decreases state expenditures.  However, by expanding eligibility to cover special education cooperatives, it does not dilute the amount of school construction money that can be used by school districts.  Districts may need to wait longer to receive school construction funds due to being placed lower on the priority ranking list.  An exact fiscal impact is difficult to determine.  However, SB 390 would make 70 special education cooperatives eligible for the school construction program. </SynopsisText></synopsis>
