Provides that instruction permits last only 12 months and may not be renewed. Provides that a person who previously held an instruction permit that expired may not be issued another permit until a period of no less than 6 months has passed since the date of the most recent expiration. Provides that a person who has not previously held a driver's license may not be issued a license unless he or she currently holds a valid instruction permit.
