Authorizes the District to impose a separate tax for the purpose of providing funds for health care costs at a rate not to exceed 0.05% of the assessed valuation of the taxable property of the District. Makes a corresponding reduction in the maximum amount of the levy for general corporate purposes. Amends the Property Tax Code to exclude the new tax from the applicable definition of "aggregate extension" for purposes of the Property Tax Extension Limitation Law.
