<SynopsisText>Replaces everything after the enacting clause. Amends the Illinois Health Facilities Planning Act. Changes the number of voting members of the Health Facilities Planning Board from 9 to 5. Provides for the termination of the terms of office of the current members of the Health Facilities Planning Board and the appointment of new members by the Governor. Amends the Illinois Health Facilities Planning Act. Changes the number of voting members of the Health Facilities Planning Board from 9 to 5 and makes conforming changes. Provides that each member shall have a reasonable knowledge of health planning, health finance, and health care at the time of the his or her appointment. Provides that no person shall be appointed or continue to serve as a member of the State Board who is, or whose spouse, parent, or child is, a member of the Board of Directors of, has a direct or indirect financial interest in, or has a business relationship with a health care facility. Provides for the abolishment of the terms of office of the current members of the Health Facilities Planning Board and the appointment of new members by the Governor. Prohibits communication between members, employees, or hearing officers of the State Board and any person or party with a financial interest in the outcome of a permit application. Provides that the State Board shall establish rules for consumers to intervene in the Board's review process permit applications. Provides that a consumer permitted to intervene shall become a party to the review process for a permit application and may participate in all phases of the process. Provides for a public hearing on the application for a permit if a written request for a public hearing is received before the end of the comment period or the Agency determines that a hearing is in the public interest. Makes changes in provisions concerning the notice that is required before the public hearing. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 4</synopsistitle>

Provides that each member shall have a reasonable knowledge of health planning, health finance, or (rather than and) health care at the time of the his or her appointment. Prohibits ex parte communications between members, employees, or hearing officers of the State Board and any person or party in connection with the substance of any pending or impending application for a permit, if it is known or should be known that the application is pending or impending. Provides for repeal of the Illinois Health Facilities Planning Act on July 1, 2006 (rather than July 1, 2008). Deletes language providing that the State Board shall establish rules for consumers to intervene in the Board's review process for permit applications. Deletes changes regarding public hearings on the application for a permit and the required notice for those hearings.
