Eliminates the testing exemption for horses transported into the State for the sole purpose of slaughter. Provides that all horses more than 12 months of age entering the State for any reason shall be accompanied by a Certificate of Veterinary Inspection. Effective immediately.House Amendment No. 1 Adds a provision requiring any equine owner who sells or otherwise transfers an equine in an equine auction to sign, upon consignment, a certificate of notification acknowledging that he or she is aware of the fact that the equine may be sold for slaughter.
