Provides that the court shall not issue an order for tax deed to a county if: (1) a municipality has obtained a judicial deed for the property because the property has been abandoned; and (2) the municipality files an objection to the issuance of the deed to the county. Provides that, for property that meets these criteria, the court may instead issue a tax deed to the municipality, if the municipality otherwise meets the requirements for issuance of a tax deed.
