<SynopsisText>House Bill 4845 amends the Mental Health and Developmental Disabilities Administrative Act by requiring the department to refer persons admitted to a State operated facility with a substance abuse problem to appropriate alcoholism or substance abuse services. According to program staff, as many as 3,000 more referrals for alcoholism and substance abuse services may occur. At an average cost per treatment episode of $2,700, that would increase the cost of addiction treatment services provided by DHS by $8,100,100.</SynopsisText></synopsis>
