Provides that the Department of Human Services' and Department of Public Aid's rules concerning failure to cooperate shall apply to all instances of alleged recipient failure to cooperate, including failure to attend meetings, except that the rules need not be applied in the case of a meeting the sole purpose of which is to determine whether the recipient continues to meet eligibility requirements other than compliance with employment, training, or other activities.
