Requires the Department of Labor to adopt rules defining and delimiting the exemption of administrative and professional employees from the general requirement that employment in excess of 40 hours per week be compensated at a rate not less than 1.5 times the regular rate. Provides that the Department's rules may not provide for a broader exemption than is provided in federal regulations. <SynopsisText>Replaces everything after the enacting clause. Reinserts the provisions of House Bill 4462, changing the place at which the amendatory text concerning the Department of Labor's rules is inserted in the existing law. <SynopsisText>Replaces the amendatory changes made by House Amendment No. 1. Provides that the requirements concerning compensation for hours worked in excess of 40 per week do not apply to executive, administrative, or professional employees as defined by the Federal Fair Labor Standards Act of 1938 and the rules adopted under that Act, as both exist on March 30, 2003, but compensated at the amount of salary specified in federal regulations as proposed in the Federal Register on March 31, 2003 or a greater amount of salary as may be adopted by the United States Department of Labor (instead of to such employees as defined by the Illinois Department of Labor).</SynopsisText><synopsistitle>Fiscal Note (Department of Labor)</synopsistitle>
