Provides that the Department of Human Services must delay the request-for-proposals process for all services provided by the Department for FY05 until after the Department conducts a cost-benefit analysis. Provides that contracts with service providers that are in effect for FY04 shall remain in effect until the cost-benefit analysis is completed and the Department implements a new request-for-proposals process based on that analysis.
