<SynopsisText>Provides that the Fire Sprinkler Dormitory Revolving Loan Fund shall be used for costs associated with the installation of fire sprinkler systems (instead of for the installation of fire sprinkler systems). Removes the provision that allows post-secondary educational institutions to levy a surcharge on their student fees to repay a loan. Removes a provision that requires an institution to repay each year at least 5% of the principal amount borrowed or the remaining balance of the loan. Provides that the Illinois Finance Authority and the Office of the State Fire Marshal shall adopt rules to administer the revolving loan program (instead of requiring them to each adopt rules).
