Provides that any motor vehicle subject to the mandatory insurance requirements of the Code must display on the left side of its rear license plate a sticker indicating that the vehicle is covered by liability insurance. Provides that an insurer must provide an insurance sticker for each vehicle insured under its policy. Provides that the insurer may not issue a similar sticker with any policy that does not provide the coverage required by the Code.
