Requires the Secretary of State to provide that a driver's license issued to any person with 3 or more convictions for driving under the influence of alcohol, drugs, or intoxicating compounds is bright orange or bright yellow in color and distinct in color from any driver's license that may be issued to a person who has not been convicted of DUI 3 times.
