Provides that the manufacturer's purchase credit may be used prior to October 1, 2005 (instead of 2003) for purchases of certain machinery and equipment made on and after January 1, 1995 through June 30, 2003. <SynopsisText>House Bill 4234, as amended by House Amendment 1, will have a negative fiscal impact on State revenues of approximately $20-25 million in Fiscal Year 2005. Local governments are estimated to lose approximately $8-10 million.</SynopsisText><synopsistitle>Judicial Note (Admin Office of the Illinois Courts)</synopsistitle>
<SynopsisText>Based on a review of the bill, it has been determined that House Bill 4234, as amended by House Amendment 1, would neither increase nor decrease the number of judges needed on the State.</SynopsisText><synopsistitle>State Debt Impact Note (Economic and Fiscal Commission)</synopsistitle>
