Provides that nothing in the Act shall be construed to prohibit any individual from exercising their rights pursuant to the National Labor Relations Act and the Labor Management Relations Act. Provides that nothing in the Act shall be construed to prohibit any professional engineer or any professional engineering company from lawfully obtaining work, even if such work had previously been let to or performed by a competitor professional engineering company. Makes changes in provisions related to grounds for disciplinary action. Effective immediately.</SynopsisText></synopsis>
