Provides that the Department of Human Rights shall enforce the rights of homeless persons set forth in the Bill of Rights for the Homeless Act, in accordance with the Illinois Human Rights Act (instead of monitoring and enforcing those rights or designating a local health department or officer to monitor and enforce those rights).
