Creates the offense of endangering the food supply and the offense of endangering the water supply. Provides that a violation is a Class X felony. Provides that a commission of either offense constitutes an act of terrorism. Effective immediately.</SynopsisText><synopsistitle>Correctional Note (Dept of Corrections)</synopsistitle>
<SynopsisText>An objective determination regarding the number of persons who would be impacted by HB 3984 cannot be made. However, the impact of these enhancements is expected to be minimal. Each person sentenced to prison for a Class X felony would serve an average of 53 months at a cost of $92,436 and would require the construction of one additional prison bed at the cost of $55,826.</SynopsisText></synopsis>
