Provides that the commercial distribution fee does not apply to personal-use vehicles with a gross vehicle weight of 16,000 pounds or less. Defines "personal-use vehicle" as a vehicle that is personally owned and not used for any business purpose or available for hire. Makes provision for refunds of commercial distribution fees paid for personal-use vehicles for the registration year that began on July 1, 2003.
