Provides for grandparent, great-grandparent, and sibling visitation. Establishes who may file a petition for visitation. Creates a rebuttable presumption that a fit parent's actions and decisions regarding grandparent, great-grandparent, or sibling visitation are in the child's best interests. Provides that, after the court overcomes the rebuttable presumption, the court shall then determine whether visitation would be in the best interest of the child.
