Allows the purchase of up to 5 (rather than 2) years of service credit for time spent on active duty in the armed forces before becoming a participant, and reduces the required contribution for that credit. <SynopsisText>The fiscal impact of HB 3606 cannot be calculated as the amount of service credit that would be established is unknown.  There would be a fiscal impact, however, as HB 3606 eliminates the employer contribution. </SynopsisText></synopsis>
