Provides that beginning on January 1, 2004 the Illinois Department of Transportation shall conduct a pilot project to provide direct payments by the State to subcontractors for construction work upon satisfactory completion of any subcontractor's portion of the contract. Provides that, upon successful completion of the pilot project, the Department shall implement the program for all construction projects.
