Establishes a procedure for creating and enforcing preventive or corrective action liens. Gives the Agency the authority to spend moneys appropriated from the General Fund for certain removal and remedial actions. Adds contaminants and other wastes to certain lists of substances for which preventive or corrective action may be undertaken by the Agency. Effective immediately.</SynopsisText><synopsistitle>Fiscal Note (H-AM 1) (Illinois Environmental Protection Agency)</synopsistitle>
<SynopsisText>House Bill 3554 would not impose any costs on the Illinois EPA.  At the same time, the bill could result in an additional recovery of Agency costs from parties found responsible for environmental contamination. </SynopsisText></synopsis>
