In provisions concerning the nitrogen oxide trading system, provides that the Environmental Protection Agency may sell certain early reduction credits and allowances to specified Illinois sources. In a list of uses for the NOx Trading System Fund, adds accepting funds from persons who purchase early reduction credits and financing costs associated with the air pollution control program and removes disbursement of proceeds of the NOx allowances sales.
