Establishes a Beneficial Use Determination Program. Provides that a generator or proposed user of an item that would otherwise be considered waste may apply to the Environmental Protection Agency for a determination that the item has a beneficial use. If the Agency determines that an item has a beneficial use, it is not considered waste under the Act. Provides that the provisions of the amendatory Act are severable.
