Amends the Illinois Vehicle Code. Provides that a motor vehicle of the second division weighing 8,000 pounds or less not used as a commercial vehicle may be registered as a vehicle of the first division and pay the fee of a vehicle of the first division. Provides that a unit of local government, including a home rule unit, may not prohibit a vehicle of this type from operating on a boulevard. Limits concurrent exercise of home rule powers.
