<reference>720 ILCS 5/9-1</reference><aliasreference>from Ch. 38, par. 9-1</aliasreference><SynopsisText>     Amends the Criminal Code of 1961. Provides that in first degree murder cases, the defendant shall be given the opportunity, personally or through counsel, to make a statement that is not subject to cross-examination that may be relevant to the jury or the court in deciding aggravating and mitigating factors in determining whether the death penalty should be imposed.</SynopsisText></synopsis>
