Provides that the territory of a high school district and all of the elementary school districts included within the high school district must be organized into a community unit school district within 3 years after the effective date of the amendatory Act. If not, provides that these districts shall no longer be entitled to State reimbursement for categorical programs, except federally mandated categorical programs.
