<reference>New Act</reference><aliasreference></aliasreference><reference>30 ILCS 805/8.27 new</reference><aliasreference></aliasreference><SynopsisText>     Creates the Public Works Contract Change Order Act. Provides that if a change order in any public works contract entered into by the State, a unit of local government, or a school district authorizes or necessitates any increase in the contract price that is 25% or more of the original contract price, then the portion of the contract that is covered by the change order must be resubmitted for bidding in the same manner for which the original contract was bid. Provides that bidding for the portion of the contract covered by the change order shall be subject to any requirements to employ females and minorities on the public works project that existed at the bidding for the original contract, together with any later requirements imposed by law. Preempts home rule powers. Amends the State Mandates Act to require implementation without reimbursement.</SynopsisText><synopsistitle>Fiscal Note (Central Management Services)</synopsistitle>

<SynopsisText>Does pre-empt home rule authority.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Deletes everything. Reinserts the provisions of the bill as introduced with the following changes: Provides that the Act applies to a unit of local government or school district that receives State funds under the Illinois Procurement Code or the State Finance Act. Provides that the Act does not apply to change orders that are the result of an emergency as determined under provisions of the Capital Development Board Act. Deletes the home rule preemption.</SynopsisText></synopsis>
