Provides that at least 4 continuing education hours shall be courses covering the subject of professional ethics. Provides that the files of the Board relating to the investigation of possible instances of professional misconduct or any other ground for discipline shall be confidential and not subject to disclosure at the request of any person, except upon the order of a court in a pending action or proceeding.
