Provides that a pedestrian may not walk or be on a highway if he or she is under the influence of any intoxicating compound (as well as if he or she is under the influence of alcohol or any drug) or any combination of alcohol, drug, or intoxicating compound to a degree which renders himself or herself a hazard. Provides that a violation is a Class C misdemeanor.
