Removes exemptions for scientific and technical staff of the Illinois State Museum; scientific staff of the State Scientific Surveys and Waste Management and Research Center; technical and engineering staffs of the Department of Nuclear Safety, Pollution Central Board, and Illinois Commerce Commission; technical and engineering staff of the Department of Central Management Services; and hearing officers of the Human Rights Commission. Amends the Capital Development Board Act. Removes a provision stating that technical and engineering personnel are not subject to the Personnel Code.</SynopsisText><synopsistitle>Fiscal Note (Department of Central Management Services)</synopsistitle>
