Provides that an individual who is exempt from participating in such programs but who volunteers to participate may not be sanctioned for not meeting program requirements. Makes changes concerning good cause for failure to participate in such programs, and provides that the Department of Human Services may not require corroboration of a client's assertion of good cause unless the Department has information that is inconsistent with that assertion. Provides that an individual may decline literacy testing or a determination of language proficiency. Requires the Department of Human Services to annually evaluate its procedures and written materials. Adds a provision concerning transitional jobs and removes a provision concerning community service. Makes other changes. Effective immediately.House Amendment No. 1 Deletes reference to:305 ILCS 5/9A-8.1Deletes everything. Reinserts provisions substantially similar to those of the bill as introduced, amending the Illinois Public Aid Code, but with changes that include the following: (1) removes an amendatory provision that the Department of Human Services may not require corroboration of a client's assertion of good cause for failure to participate in education, training, and employment programs unless the Department has information that is inconsistent with the client's assertion; (2) removes an amendatory provision authorizing assignment of a client to an education, training, or employment activity if the client was already engaged in such an activity at the point of entry; (3) provides that in the assessment process, the Department of Human Services shall offer to include standard literary testing and a determination of English language proficiency and shall provide it for those who accept the offer (instead of requiring the Department to include such testing and such a determination in the assessment unless declined by the individual); (4) removes amendatory provisions for an annual evaluation of the Department's procedures and written materials; and (5) provides that community service includes unpaid work that a client performs in his or her community, such as for a school, church, government agency, or nonprofit organization (instead of deleting all provisions concerning community service). Effective immediately.Fiscal Note (Department of Human Services) The Transitional Jobs Program will be the most problematic provision to implement. If DHS is responsible for the wages of clients required to work a minimum amount of 30 hours/week, the annual cost per client for wages only will be $8,031. Additionally, the supportive services required will be additional costs.
