Authorizes the Department to lease its property and facilities for up to 10 years. Requires the Governor's written approval for a lease of more than 5 years. Authorizes the Department to let concessions at its facilities and requires that the Department receive a percentage of concession revenues. Authorizes the Department to collect appropriate and reasonable fees for its leases and to use the fees for the property or facilities.
