Limits the optional weight tax to the minimum guaranteed mileage weight tax for either a maximum of 3,000 miles or a maximum of 7,000 miles and sets out a new tax chart based on the mileage, class, and gross weight of the vehicle and the load. Provides that once in each 12-month period, the owner shall certify the miles traveled by the vehicle in the preceding period on forms determined by the Secretary of State.
