<reference>New Act</reference><aliasreference></aliasreference><reference>20 ILCS 3805/10</reference><aliasreference>from Ch. 67 1/2, par. 310</aliasreference><SynopsisText>     Creates the State Advocacy Program for the Homeless Mentally Ill and Developmentally Disabled Act. Creates the Advocacy Division for the Homeless Mentally Ill and Developmentally Disabled in the Department of Human Services to initiate, promote, and coordinate programs for homeless mentally ill and developmentally disabled persons; requires the Division to prepare an annual community service plan and budget for local implementation of services for the homeless. Authorizes the Department to make grants-in-aid to local entities for the purpose of providing services to homeless persons. Creates the Interagency Coordinating Council for the Homeless to review and comment on State programs for the homeless and perform other functions. Amends the Illinois Housing Development Act to require the Illinois Housing Development Authority to ensure that a number of the units held available for persons of low or moderate income are held available for the homeless mentally ill and developmentally disabled as defined in the State Advocacy Program for the Mentally Ill and Developmentally Disabled Act.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause with provisions similar to those of House Bill 2607 as introduced, but with changes that include the following: (1) creates a staff advocacy position within the Bureau of Homeless Services and Supportive Services of the Department of Human Services (instead of creating the Advocacy Division for the Homeless Mentally Ill and Developmentally Disabled within the Department) to promote and facilitate the development of community-based support systems to protect the health, safety, welfare, and human and civil rights of homeless individuals with mental illness or developmental disabilities and to perform other functions; (2) eliminates a requirement that the Department of Human Services implement a procedure with respect to housing for mentally ill and developmentally disabled persons who are released from institutions; (3) eliminates a provision concerning an exemption from general assistance jobs programs for mentally ill or developmentally disabled clients; and (4) eliminates provisions establishing an Interagency Coordinating Council for the Homeless.</SynopsisText><synopsistitle>Fiscal Note (Department of Human Services)</synopsistitle>
