Contains provisions concerning representation by aldermen or board members and staggered elections for any form of municipality under a minority representation plan. Amends the Illinois Municipal Code. Allows a municipality to elect, by ordinance, to grant cumulative voting rights to electors in primary and general municipal elections. Provides that if the ordinance is adopted, each elector may cast all of his or her votes for alderman, trustee, commissioner, or member for one candidate or distribute the votes equally among no more than the number of candidates to be elected at that election, and the candidates with the highest number of votes shall be declared elected.</SynopsisText></synopsis>
